It is a good question
My theory is that at RM and Pearl while the vast majority were historically nudists and Lifestylers, who relished the opportunity for nudity, there was always a number of people putting their toe in the water who had qualms about Desire, and especially full nudity. They were maybe convinced by friends or partners to try it because it was and fun, and since it was clothing optional, there was no pressure to go full nude. But because the overall tone in nudity and PDS had been set by the majority, they soon fell into it. So Nudity remained the 'norm'.
But that group has grown, probably from about 15 -20% to maybe 50%, and they hold on to their 'clothing optional ' thinking because the change in numbers has meant that nudity is no longer the overwhelming 'norm'.
But why has this not happened at Pearl?
I think this is a combination of things.. the 'story' that RM is more of a party place and that appeals to the Temptation people looking for something a little spicier, the marketing push following the new construction at RM, and maybe even a feeling out there that Pearl is more of a nudist place.
Whatever the reason, they seemed to have been pushed towards RM and Pearl appears to have remained unchanged.
